Selecting records for permanent preservation
Permanent archival preservation should be based on enduring value, not simply age or convenience.
Public bodies should identify records that document constitutional change, significant decisions, policy development, public administration, major operations, rights and status, institutional history, important public services or matters of substantial historical value.
Routine duplicates, transitory working material and records with no enduring value should follow the competent retention and disposal schedule rather than being transferred indiscriminately.
Selection must preserve evidence of the HRC-to-UH transition where that evidence is historically significant, including superseded structures and proposals that explain how the present system developed.
