Historical reconstruction and HRC records
Use contemporaneous evidence to reconstruct what HRC bodies actually were and did.
Historical HRC records must be interpreted according to their actual community-management, moderation, roleplay, development and administrative context. An old “authority”, “office”, “agency” or “department” name does not prove continuity with a present government body.
Researchers should distinguish arrangements that existed in practice, partially implemented arrangements, proposals, later governmentalisation, transition measures and current United Hampshire institutions. Where evidence conflicts, record the uncertainty rather than forcing a neat predecessor chain.
Archives preserve evidence; they do not rewrite the past to make the current constitutional system look older than it is.
